Those early Citations weren't equipped with the style of quick donning masks that are commonplace today. Yes they do, but there are isolated instances where they have failed to deploy..... In this case there are so many possible scenarios ....for example here is one.... Crew passes out while attempting to trouble shoot pressurization problem and failed to put on masks or at least "emergency descent"...Passengers have O2 masks and feel crew knows what is going on and do nothing or realize there is a big problem...but are not able to recover aircraft. Very sad situation and the only clue available is that they said "they had a pressurization problem"........without a mask on very quickly.......well we all know what happens.
