Why?

It's the "Franktown" site.  Your answer is here: https://www.canada.ca/en/environment-climate-change/services/weather-general-tools-resources/radar-overview/outages-maintenance.html

Short answer;  it's being replaced with a modern site.

Same thing happening in NS: https://www.cbc.ca/news/canada/nova-scotia/nova-scotia-weather-radar-gore-station-offline-1.6052089

I don’t know why it’s so difficult for NAV Can…..Every self respecting TV station in the states has decent radar coverage….

Where do you think they get the feed?  I assume you know and are just making a joke.  In that case...hahahaha, good one.

The anchor of any severe weather coverage is radar imagery. In addition to using the feed from the National Weather Service’s network of Doppler weather radars, some television stations actually have their own radars. These radars are usually smaller and less powerful than the ones utilized by the NWS, but they work well enough for news stations to keep track of storms.
