They have gone over CCTV, etc, and seen a suitcase being walked out of the terminal by an airport worker and loaded onto the plane at a door in the tail. This is the suspected bomb delivery. I can only guess that at first, the Egyptians were hoping that a cloud of doubt was better for the tourist trade than an admission that ISIS, which has a power base in Sinai, constituted such a threat. Then, they might have used the cloud of doubt for a day or two anyway to hold in perpetrators from fleeing. In many cases with ISIS, the people doing its dirty work do it for money and not ideology, and do not necessarily think they need an escape plan.
