Several Harriers have been lost in a similar fashion while "hovering". I don't know about this particular one, but many of them were a result of a failure in the water injection system which keeps the engine cool at zero airspeed. Back in the 80's, a Harrier was hovereing at the London airshow at approximately 50 ft. All of a sudden, the aircraft descended very rapidly and landed with a very firm thud that blew a couple of tires. Later that night at Joe Kool's, the pilot said he'd lost the water injection. He said they have very little time to react when that happens, and many pilots have punched out. I think he was trying to drown out the memory of how close he came.
