TRANSPORT MINISTER ANNOUNCES

APPOINTMENT OF 21 MEMBERS TO THE

TRANSPORTATION APPEAL TRIBUNAL OF CANADA

OTTAWA — Transport Minister David Collenette today announced the appointments of 21 members to the Transportation Appeal Tribunal of Canada.

“I am pleased that such a fine roster of prominent Canadians has agreed to serve in these key positions,” said Mr. Collenette. “Their collective experience and successes in a variety of fields, as well as the transportation sector, will be tremendous assets to the tribunal.”

BACKGROUNDER

APPOINTMENTS TO THE TRANSPORTATION APPEAL TRIBUNAL OF CANADA

Dr. David S. Ahmed is a specialist in general surgery in Regina and holds degrees in surgery and medicine. A fellow of the Royal College of Surgeons of Edinburgh and of the Royal College of Canada, he is a licensed pilot with night, multi-engine and instrument ratings. He is a former member of the Civil Aviation Tribunal.

Dr. Samuel Birenbaum practices aviation medicine at Buttonville Airport, north of Toronto. He is a special examiner of pilots for Transport Canada and a senior aviation examiner for the U.S. Federal Aviation Administration. Dr. Birenbaum holds a degree in medicine from the University of Toronto and is a licensed pilot. He is a former member of the Civil Aviation Tribunal.

Michel G. Boulianne practices law in Quebec City and is a member of the Association des conseillers en relations industrielles du Canada, the Association des conseillers en relations industrielles du Québec, and the Association des arbitres du Québec. He is a former member of the Civil Aviation Tribunal.

James C. Campbell is operations manager of Sowind Air Ltd. in West St. Paul, Manitoba and a licensed commercial pilot with a thorough knowledge of northern Manitoba and the Arctic. He has launched and operated an airline serving a number of northern communities and is a member of the Canadian Institute of Mining, Metallurgy and Petroleum. He is a former member of the Civil Aviation Tribunal.

Caroline Desbiens practices law in Quebec City, with a speciality in administrative and commercial law for the air and maritime industries. She is a former member of the Civil Aviation Tribunal, and is a current member of the Institute of Air and Space Law, the Canadian Maritime Law Association and the Association québécoise des transporteurs aériens. She holds a master of law degree in air and space law from McGill University and has published articles on legal matters.

William B. Fellows is former vice-president, North American Operations, Hiram Walker & Son’s Ltd. He holds a science degree (mechanical engineering) from the Detroit Institute of Technology and is a licensed private pilot.

Claude Freeman is a chartered mediator in Toronto with extensive experience in commercial and civil litigation management and pre-litigation matters, including insurance, employment, malpractice, and intellectual property.

Frances Grace Grondin practiced law in Moncton and was also a registered nurse. She holds a law degree from the Université de Moncton. In 1966, she received the first commercial pilot’s licence awarded to a woman by the Moncton Flying Centre.

John D. Issenman is president and founder of PROAV International Aviation Services Corporation of Ottawa, a company that provides safety and security services to civil aviation and aerospace industries as well as the military. He was a director of the Air Transport Association of Canada and of the Ottawa International Air Show. He is a member of the Canadian Society of Air Safety Investigators and the International Society of Air Safety Investigators. Mr. Issenman is a licensed commercial pilot.

Dr. Michel Larose is medical director for the Syndicat canadien des officiers de marine marchande and a medical assessor for the Commission des lésions professionnelles. Dr. Larose is a former member of the Civil Aviation Tribunal and a former investigative coroner. He holds a medical degree from the Université de Montréal and a Class 1 pilot’s licence.

Herbert Lee is managing director of LTA Holidays (Canada) Ltd., a Vancouver-based travel agency. A licensed private pilot and a certified travel manager, Mr. Lee is a member of the Richmond Chamber of Commerce. He has studied at Simon Fraser University, the Hong Kong Polytechnic University and the Royal Navy School in the United Kingdom.

James Edward Lockyer is a professor of law at the Université de Moncton. He holds a master of laws degree from the London School of Economics and Political Science, a Diplôme d’études approfondies from the Université de Paris, and an instrument-rated private pilot’s licence.

K.M. Tracy Medve is the co-founder and managing director of C.T. AeroProjects Inc., an aviation management consulting firm located in Calgary. With 18 years experience in the industry, her expertise in aircraft management includes purchasing, leasing, licensing, and labour relations. She has a law degree from the University of Saskatchewan.

Frank Morgan is a consulting professional engineer from Toronto, Ontario, with extensive experience in the rail and road sectors. He holds a science degree (mechanical engineering) from the University of Western Australia and is a member of the Society of Automotive Engineers, the Institute of Industrial Engineers, and the Chartered Institute of Transport. A licensed pilot, he is also a member of the Canadian Owners and Pilots Association.

David R. Owen is a former general manager at the Moncton Flight College and a former regional manager/accident investigator with the Transportation Safety Board. A licensed pilot, he has worked as an air traffic controller and is a qualified mediator.

Dr. Michael T. Richard is a neurosurgeon at the Ottawa Hospital and has written or co-authored 75 papers. He is a fellow of the Royal College of Physicians and Surgeons of Canada and received his medical degree from the University of Ottawa. A licensed pilot, he is a former director of the Ottawa Flying Club and a commissioned naval officer in the Canadian Navy.

Coleen Rogers is a former executive vice-president and chief operating officer at the Winnipeg Airports Authority Inc., with 27 years of experience in the aviation industry. As airport general manager, Winnipeg International Airport, she guided the transfer of the airport from Transport Canada control to the newly created local airport authority.

Hebb C. Russell, is a captain at Air Canada. He has worked for the medical department of the Canadian Air Line Pilots Association (CALPA) to help airline pilots regain their licences after losing them due to medical or other reasons. As a commercial pilot, he is rated to fly a variety of multi-engined commercial aircraft.

T. Richard Turner is the president and chief executive officer of International Aviation Terminals Inc. A former chairman of the Vancouver Board of Trade and former chairman of the British Columbia Aviation Council, he serves on the boards of a number of non-profit and for-profit entities, including the Business Council of British Columbia. He holds a commerce degree from the University of British Columbia.

William Thornton Tweed is a member of the board of directors of the Manitoba Aviation Council and a former member of the Civil Aviation Tribunal. He holds a law degree from the University of Victoria and is also past president of the Winnipeg-based Western Canada Aviation Museum and a founding director of the Northern Air Transport Association. He also holds a senior commercial pilot’s licence.

Richard Willems is pilot in command, Canadair Challenger, for Rogers Telecommunications Ltd. in Toronto. He holds an airline transport-rated pilot’s licence.

I see that he has a degree in mechanical engineering, perhaps that, coupled with his private pilot licence will help him to "talk the talk"
