Favourable tailwinds in this case allow an ac to arrive 15 minutes early. The ac is told to slow down to accomodate ramp. The 15 minutes is lost and the ac arrives on sched. The net loss is 15 minutes at whatever the ac rate is. If you get the ac on the ground early and have a ramp program that accomodates the early arrival the net gain to the corp is 15 minutes of ac operating time.
