I actually it thought it was the professional colleges that were being a bit difficult and simply exercising control over their income.

If you have a medical degree or an Pharmacology degree or Engineering degree or whatever from a properly accredited university and program, then those credentials should be readily recognized here in Canada by the appropriate association or professional college .

Of course if they granted Med Licences to 500 Indian doctors all at once, there would be a few million people here in Canada that wouldn't think twice about becoming clients or patients of those new doctors and that would wreak havoc on the income of the professionals already accredited here in Canada.

Of course that doesn't apply if the indian fellow has something like a a fully accredited city and guilds license in a trade like a millwright or a electrician or some other skilled profession. There is no professional college for those trades so in that case the govt can fast track the immigration process at an employers whim to get them in to the country. Needless to say the value of the skilled trade then goes down.
