They claimed to spend much more than what they actually did. We also see El Al taking many more steps to ensure their flights are not easy targets for terrorists. Are the airlines or Boeing to blame? No, but they did make it too easy. And the way that things work in the modern world is in response what lawyers can achieve good or bad.
