But Milton also said Canadian government immigration rules need to be changed to make it easier for travellers flying between international destinations through Canada.

He said travellers going from Sao Paulo to Tokyo through Toronto must go by shuttle from one terminal to another for immigration purposes and back to the original terminal to continue their trip.

"Procedures such as this - which could only have been devised by a sadist - not only add significant cost but negatively impact on the competitiveness of Toronto and indeed the whole country as an international connecting point," Milton said.
