Q: Heard that YYC Heavy Maintenance (currently staffed by ACR) will be transferring to mainline Tech Services. VP of M&E at ACR (Allan Anderson) claimed he'd heard nothing about this. Other managers at AC say that they're just waiting for the right time to transfer the CAW workers to the IAM. Which is the truth?

A: The heavy maintenance workload at the regional airline in Calgary is changing. The Fokker F28s will be grounded by the end of 2002, and they are currently conducting some heavy maintenance checks on the British Aerospace 146s as the fleet of 10 aircraft will be fully returned to service in May. As well, a second heavy maintenance line is being ramped up to accommodate additional heavy maintenance on mainline 737s in May. Calgary is a major maintenance base, and with our increasing Third Party work and current work demands, closing the Calgary base is definitely not an option. Both airlines are working together towards a mutually beneficial solution. No firm decision has been made at this time to move in a specific direction. Details will be communicated as they become finalized.

That my friend is the $64,000.00 question.

Nobody at the union or company (ACR) can, or is willing to answer it.

1) Is it a base closure,and are the people just being hired by AC?

2) Is it a merger?, and will it be Date Of Hire?

3) Do only the people in YYC heavy get the chance to go, or will it be opened to a system wide bid?

4) Do the people who currently work in heavy have the right to bump into another ACR base if they choose not to go?

Sooooooo many questions and nobody has any idea how it will go down.

It's not the AC work that they're gearing up for in YYC, I think they landed a contract for Alaska air 737s.

AC work is also being contracted out to Avmax in YYC.

If AC takes over heavy in YYC then there'll be no more work done on the ACR A/C there, or the whole system will come to a screaming halt. (We have never allowed the maintenance on our A/C to be contracted out....)

Lets not forget that AC does not want to lose skilled mechs to WJ. Whatever happens will be attractive.

Merge with date of hire or

-Shutdown (Transfer work east) - layoff - choice to bump east and follow work or new hire at mainline top wagescale.

They will pay better than WJ to keep you inhouse.

A couple of people I know actually bid heavy for the 37 course so they could go to WJ, I guess they were tired of being tag teamed by the company and the union

Hey, I wrote that.

The latest word is that they are in PRELIMINARY discussions with the unions to find out what it will take to get it done. If it will be too difficult then it won't get done. AC would like YYC to be part of Tech. Services, but it's not essential for the operation. The how's and why's still need to be worked out, and it's not a done deal.

For YYC though, their future lies with Tech. Services. If AC bails on the concept due to onerous conditions from the unions, then the YYC Heavy Maintenance Project is pretty much done. You have to understand that YYC needs Tech Services more than Tech Services needs YYC, so don't put too many conditions on the transfer.
