It is a photo of what is called Texture Baking...it is a process that allows animators to duplicate items, in this case the wheel etc, so that when put into an animated feature (video game), the animation is as close as possible, in this case, to the actual controls in an aircraft but the original photos is cleaned up so it looks like a brand cockpit for the animation.
