The longest runway at Toronto City Centre Airport is 4,000 ft. For all practical purposes, wouldn't you would want at least a 5,000 ft runway to operate a full Q400? As a non-pilot, I must be missing something about REGCO's plan. MTOW would probably include FULL fuel and a full pax/cargo load.
