Similar in Australia, it used to be necessary to use 2 Appropriately Licenced LAMEs for a Dual Certification/Inspection, then it was that the second inspection can be by any LAME, now even a Pilot can do the second inspection. TC only specifies the MINIMUM requirement. You're right, but only if one is available there are other options. The point I was hoping people would pick up on is that on a privately reg aircraft the second signature can be anybody, so long as the AME is comfortable they know what to look for The AME may also consider other forms of proof that provide an equivalent level of assurance.
