They have financed Q400's abroad ( original mandate) as well as domestically as you are aware..with stipulations. I wonder if other recipients are in the same dilemma and will seek deferrals as well?

The conciliatory nature of EDC is widely abused by the US Regionals. Ottawa needs some sharks from GECAS in there.

Given demand for these types of airframes, they'll be little further incentive for lessors to provide terms for operators who can't pay the freight.

Aircraft export financing is absolutely filthy everywhere, although it gets a little dirtier here because of something known as the "Canada Account" which is simply a slush fund to finance transactions that not even EDC will touch under ordinary circumstances on the direction of cabinet. For instance as Delta was teetering on bankruptcy the Canada Account was used to finance two large regional jet orders for Comair et-al.
If Air Burundi, the worlds smallest national airline, who operates a single Beech 1900C turned up in town and announced they wanted to buy a dozen C-Series aircraft it would be funded.
